Why Study in Japan?

The Certificate of Eligibility (COE) Process

The foundation of the Japanese Student Visa (Ryūgaku) is the Certificate of Eligibility (COE), an official pre-clearance certificate issued by the Immigration Services Agency of Japan (ISA):

1. Apply to an accredited Japanese university and secure unconditional acceptance.
2. Submit your financial documents (demonstrating at least ¥2,000,000 / ~$13,500 in liquid assets) and academic records to the university's international division.
3. The university submits the COE application on your behalf directly to regional Japanese immigration authorities.
4. Immigration adjudicates the file within 6 to 12 weeks and issues the electronic or physical COE.
5. Present the COE, passport, and visa form to your local Japanese embassy or consulate to receive your student visa stamp within 5 to 10 business days.

Working in Japan: The 28-Hour Permission Stamp

International students in Japan cannot work automatically on the student visa alone. However, upon arrival at major ports of entry (Tokyo Narita, Tokyo Haneda, Osaka Kansai, or Nagoya Chubu), you can immediately present the Permission to Engage in Activity Other Than That Permitted form at the border control desk.

Immigration will affix a special endorsement to the back of your newly printed Residence Card (Zairyū Card), legally entitling you to work up to 28 hours per week during school semesters and up to 8 hours per day (40 hours/week) during official academic breaks. Working in bars, cabarets, pachinko parlors, or adult entertainment is strictly prohibited by law.

National Health Insurance (NHI / Kokumin Kenkō Hoken)

Within 14 days of arriving in Japan, you must register your residential address at your local municipal ward office (Kuyakusho) and enroll in the National Health Insurance (NHI) system. As international students have zero domestic income from the prior tax year, they qualify for statutory fee deductions that reduce NHI premiums to approximately ¥1,500 to ¥2,500 per month ($12 - $18 USD). The NHI covers 70% of all medical, hospital, and dental expenses across Japan.

Post-Study Employment & The Fast-Track HSP Permanent Residency

Graduating students who have not yet secured a corporate position can obtain the Tokutei Katsudo (Designated Activities) visa for 6 months (renewable up to 1 year) to continue job hunting (Shūshoku Katsudō). Once employed, you convert to the Engineer / Specialist in Humanities / International Services work visa.

Furthermore, Japan's Highly Skilled Professional (HSP) points framework awards bonus points to graduates of top Japanese and international universities. Scoring 70 points shortens the permanent residence timeline from 10 years to 3 years; scoring 80+ points enables you to apply for Japanese Permanent Residence (Eijūken) after just 1 year of full-time professional employment.
